In many applications, the dollar amounts associated with measurements must be allocated back to various producers or stakeholders. This task can be complicated due to the fact that some or all of the measurement facilities may not meet custody transfer requirements.
Users are left with a situation where dividing up the revenue is critical, and each has a vested interest in the allocation outcome. An independent analysis of the situation can prevent arguments and ultimately litigation.
We evaluate the system from several levels. Field audits with associated Uncertainty Analysis can help determine the proper allocation. As an independent reviewer, CMS has a single concern- the correct application of measurement and allocation methodology. The final product is then an agreed upon procedure for implementation.
Crude Oil Field
A dozen investors all had varying stakes in an oil field with approximately 30 wells. All the wells were gathered into one pipeline where a final fiscal measurement was made. The allocation still had to be made back to the individual investors. CMS designed and implemented an automated tool that all the parties agreed to. The tool accounted for varying BS&W’s and liquid densities throughout the system. At the end of each month, each party is given a detailed report of how their allocation was calculated.
Gas Gathering System
A midstream company gathered gas from several wells. It was deemed too expensive to have custody transfer measurement at each wellhead. CMS was able to model the system and determine the uncertainty associated with each measurement. From this analysis, an agreement was reached on how to best handle the allocation.
